Europe  -  Etats-Unis, le grand désamour

Rendus publics jeudi 9 septembre, les résultats d'une étude réalisé
par le German Marshall Fund (GMF) auprès de 11 000 personnes aux
Etats-Unis et dans dix pays européens font apparaître une dégradation
de la relation transatlantique. 76 % des Européens désapprouvent la
politique extérieure du président Bush ; ils étaient 56 % de moins en
2002. Conscients de l'importance de ce rejet, une majorité
d'Américains (60 %), davantage des démocrates que des républicains,
souhaitent l'instauration d'un vrai partenariat avec l'Union
européenne.

La question du recourse à la force divise également Américains et
Européens : les premiers y sont plus favorables s'il s'agit d'empêcher
un attentat terroriste ou de défendre un allié de l'OTAN ; les seconds
l'approuveraient davantage pour répondre à des désastres humanitaires,
pour mettre fin des guerres civiles ou pour assurer le maintien de la
paix.



Europe - The United States, The Great Disenchantment

Released publicly on Thursday 9 September, the results of a study by
the German Marshall Fund (GMF), involving 11,000 people in the United
States and in ten european countries reveal a degradation of
transatlantic relations.  76% of the Europeans disapprove of the
external policies of President Bush; the same opinion was held by 56%
in 2002.  Those conscientious of the import of this rejections, a
majority of Americans (60%), more democrats than republicans, welcomed
the development of a true partnership with the European Union.

The question of when to use force equally divided the Americans and
the Europeans:  the former are more favorable of punishing terrorist
attackers or of defending an ally of NATO; the latter give greater
priority to responding to humanitarian disasters, for putting an end
to civil wars or for assuring the maintenance of peace.
