Subject: privacy, warrantless searches, and airport security

There was a moderately interesting article in the Wall Street Journal
today on new technologies for airport passenger screening. One phrase
caught my eye: "GE's new technology, called the Itemiser FX, which
detects explosives as well as narcotics, costs about $65,000 per machine
and is portable." Narcotics? What in the name of the Fourth Amendment
is the justification for putting narcotics sniffers in airports?
