Hi Dave,

I know a bit about this since one of my specialties is camera phones.

I know of at least one company, PowerPhone, that says it has a system
to integrate camera phone photos with E911.

Also, a few municipalities are accepting camera phone photos from
residents for non-emergency uses. For example, one area in London
accepts camera phone photos of graffiti. The borough removes the
graffiti and posts photos to prove it has taken action.

I just wrote an article about the New York City camera phone plan, here:

http://www.nytimes.com/2007/01/18/nyregion/18cameras.html says that New
York City is planning to upgrade its 911 and 311 (non-emergency city
services) numbers to accept images sent from cell phone cameras and the
like. It will be an interesting experiment.
