Google’s (www.google.com) Washington Telecom and Media Counsel made it clear the company is almost certain to bid on 700 MHz spectrum in the January 2008 Federal Communications Commission (FCC) auctions.

Speaking on a panel before a group of telecommunications professionals in Northern Virginia, Rick Whitt said the company was “probably…more likely than not” going to participate in the 700 MHz auctions. The company is entertaining “numerous” proposals from potential consortium partners and has assembled a team of “Economists, game theorists, and outside council” to work through all of its potential options.

Whitt indicated while the company was favoring to bid on the national “C” block of 700 MHz wireless spectrum – with all of its open access provisions – it hadn’t ruled out also bidding on the national “D” block spectrum. The “D” block spectrum does not have open access provisions; further, the winning bidder will have to build out a national wireless network utilizing a portion of the spectrum that meets public safety specifications for both coverage and redundancy. Up until now, Cyren Call and Frontline Wireless had been the only two entities interested in the D block spectrum and the responsibilities associated with it.

Another panelist wanted to welcome Google with open arms into the cellular world. CTIA Vice President of Regulatory Christopher Guttman- McCabe repeated said the association looks forward to the day when “Google joins CTIA.” He also said the 700 MHz auction wasn’t the end of the road for new spectrum opening up. The organization is working with NTIA to identify other blocks of spectrum currently being utilized by the government that could be converted over for commercial use.
