Hi Dave -- For IP if you wish: The following article showed up in the New York Times yesterday, and is worth noting: City Would Photograph Every Vehicle Entering Manhattan and Sniff Out Radioactivity http://www.nytimes.com/2008/08/12/nyregion/12cars.html The name of the proposed initiative, Operation Sentinel, is more than a little chilling. Although the objectives of the program are obviously laudable, it's not clear from the article what safeguards would be in place to protect the privacy of individuals who have their license plates (or more) photographed.
