Hmmm. Speaking solely for myself on this. I'm not sure how widely known this is -- apparently not very -- but all government agencies are currently in the process of issuing smart cards to all employees and indeed to everyone who requires routine access to a government facility. The initiative, announced nearly four years ago as Homeland Security Presidential Directive 12 (HSPD 12) was actually supposed to be completed Oct. 27, but most agencies have not finished, according to a recent Office of Management and Budget report.
