Jeff,

As I pointed out to Dave F in a submission to the IP list
yesterday, the Con Ed system is operated
via a Con Ed website and a Con Ed controlled radio link.

This would give Con Ed the potential to control the "singing"
that you appropriately hypothesize . . . I don't know how the
California system is proposed to work.

Dave has not published my letter yet, but perhaps you
might be interested:

For IP list per your judgement:

I was curious about how the existing Con Ed program
Steve Bellovin described worked, and what the
user interface and the Internet interface were.
It turns out that the Internet connection is via

". . . a wireless two-way paging network operated
by SkyTel to communicate with your thermostat.
It does not require either a telephone or computer
line. When you communicate with your thermostat via
the Internet, your instructions are carried over
this two-way paging network as well."

The paging network transciever is a
". . . thin rectangular-shaped box with an antenna
that is mounted to the air handler."

You may program the thermostat manually or
" . . . access your thermostat on our Web site at
http://www.conEd.com/cool by selecting the thermostat
link . . . Once logged on, you can see what the
current temperature is, change the temperature
set point, review your current program, or reprogram
the thermostat."

Unlike the one-way controls that California is proposing,
this has some user control (albeit via ConEd's own
UI and infrastructure).  And, importantly, as Lauren and
others point out, once you sign up, ConEd exercises
some degree (pun ack) of control over the temperature
of your private residence.  Plus it knows about your
heating and cooling practices, and from that it will
be able to infer a lot about how you live.

In New York City, Con Ed has a voluntary program with similar goals.
They're giving customers free, Internet-controllable thermostats (see
http://www.conedprograms.com/) -- *if* you agree to let Con Ed adjust
your setting at peak times.

I would hope that the system has enough dampening in it. Imagine
everyone using the same energy management software at home. When the
price goes up, the demand goes down, the price goes down the demand
goes
up!

We know that effects as subtle as the famous "Network Synchronization"
bug can have a large impact. Wonder what happens when a power system
resonates! [hint: I don't really want to know!].

this is not to say i'm delighted by the notion of someone turning the
dial for me, but the time is coming when there will be a live data
feed with the instantaneous prices for power. there may be
significant
advantages to having active power management in the house so it can
turn the knobs.
