Sometimes, they block information. But in some cases, they don't. For example, search at Google for "sergey larry sex sixteen" (without quotes). The top result is a bizarre allegation that Larry Page and Sergey Brin tried to pick up sixteen-year old girls for sex. The site is by a small-time criminal who uses it to blackmail companies. He creates pages that attack companies. If they pay him, he removes the page.
