There is.  The House version of the bill is online (in text, PDF,
and XML formats, with metadata) here:

The "eh" suffixed on the House version indicates that the bill has been
engrossed in the House.  The "PCS" suffix on the Senate version  
indicates
that it's been placed on the Senate calendar.

points to many (~1950) related documents -- e.g., portions of the
