There is. The House version of the bill is online (in text, PDF,
and XML formats, with metadata) here:

H.R. 1 (eh) - American Recovery and Reinvestment Act of 2009
        http://fdsys.gpo.gov/fdsys/search/pagedetails.action?granuleId=&packageId=BILLS-111hr1eh

The Senate version is here (also in text, PDF and XML):

        S. 350 (pcs) - American Recovery and Reinvestment Act of 2009
        http://fdsys.gpo.gov/fdsys/search/pagedetails.action?granuleId=&packageId=BILLS-111s350PCS

The "eh" suffixed on the House version indicates that the bill has been
engrossed in the House. The "PCS" suffix on the Senate version indicates
that it's been placed on the Senate calendar.

This search:

        http://fdsys.gpo.gov/fdsys/search/searchresults.action?st=AMERICAN+RECOVERY+AND+REINVESTMENT+ACT

points to many (~1950) related documents -- e.g., portions of the
Congressional Record where the bill(s) are discussed, etc. The sidebar
on the left allows drilling down through results.
