What are its “intended purposes”. It seems to presume the “broadband” is the answer. How do we escape that trap?

The report starts with 2004 and doesn’t mention the issues surround ing changes in state laws, which are still collecting money today fo r ‘broadband’; funding that was supposed to be used to supply rural areas, schools and libraries, homes and business as part of th e upgraded ‘utility’ plant. . – We’re putting out a new report to address this…

In order to inform the Commission’s development of a Nat ional Broadband Plan, on August 6, 2009, the Commission announced th at the Columbia Institute for Tele-Information (“CITI”) based at the Columbia Business School in New York would conduct an independen t, outside expert review of projected deployment of new and upgraded networks. The Commission asked CITI to provide an analysis of the public statements of companies as to their future plans to deploy an d upgrade broadband networks, as well as evaluate the relationship b etween previous such announcements and actual deployment.



A draft of the study has now been completed. The Commission is seeking public comment on the study, and has posted the draft for public review at the following Internet address: http://www.broadband.gov/docs/Broadband_in_America.pdf . Specifically, the Commission seeks comment on the following:



1.      Does the study accomplish its intended purposes?

2. Does the study provide a complete and objective survey and review of the subject matter?

3. How accurately and comprehensively does the study examine the projected deployment of new and upgraded broadband networks?

4. How accurately and comprehensively does the study examine the nature and future of broadband adoption?

5. How much weight should the Commission give to this study as it develops a National Broadband Plan?

6. Please provide any other comments on the CITI study that you deem relevant.



This matter shall be treated as a “permit-but- disclose” proceeding in accordance with the Commission’s ex parte rules. See 47 C.F.R. §§ 1.1200, 1.1206. Persons making oral ex par te presentations are reminded that memoranda summarizing the present ations must contain summaries of the substance of the presentations and not merely a listing of the subjects discussed. More than a one - or two-sentence description of the views and arguments presented g enerally is required. See 47 C.F.R. § 1.1206(b). Other rules perta ining to oral and written ex parte presentations in permit-but-discl ose proceedings are set forth in section 1.1206(b) of the Commission 's rules, 47 C.F.R. § 1.1206(b).



All comments should refer to GN Docket Nos. 09-47, 09-51 and 09-137. Please title comments responsive to this Notice as “Com ments – NBP Public Notice # 23.” Further, we strongly encourage parties to develop responses to this Notice that adhere to the organ ization and structure of the questions in this Notice.



Comments may be filed using (1) the Commission’s Electro nic Comment Filing System (ECFS), (2) the Federal Government’s eRule making Portal, or (3) by filing paper copies.[1] Comments can be fi led through the Commission’s ECFS filing interface located at the fo llowing Internet address: http://www.fcc.gov/cgb/ecfs/. Comments ca n also be filed via the Federal eRulemaking Portal: http://www.regulations.gov.[2] Generally, only one copy of an electronic submission must be filed . In completing the transmittal screen, commenters should include t heir full name, U.S. Postal Service mailing address, and the applica ble docket or rulemaking number.
