this is incorrect - what is for sale is the person's name, date of birth,
Medicare number and card expiry date, ie the data you need to manufacture a
fake Medicare card. Medical records are not what is available for sale.

In Australia we have a system of universal health care and the gateway to
that is your Medicare card. You need it to get free or subsidised access to
medications and health services. Pretty much every Australian citizen has
one.

The other use for a Medicare card is in asserting your identity - many
banks and other services will accept your Medicare card as part of the
proof if ID. As of this week drivers' licenses will no longer use Medicare
cards as part of identity validation.

So the value of having someone's Medicare details is as follows:
- medical service fraud
- accessing medical records via a medical service providers
- identity theft

So still serious, but the e-health records (which virtually no-one uses)
are not what's for sale.
