The headline is nicely misleading, on two counts.

The first is that while the arrest took place 90 minutes into the
'violation', the physical circumstances guaranteed a continuing
violation:  The guy had no way to remedy the problem.

More importantly is that his violation took place in the midst of his
/trying/ to remedy the situation before there was a violation, but
apparently the Canadian government folk balked.

That is, a guy with a visa was attempted to follow the rules but got
caught in a cascading sequence of Canadian and US border staff hiccups.

So the real issue here is not that the US government folk got petty but
that we seem to have such a toxic level of indeterminacy about US border
behavior, all sorts of government folk are behaving erratically.

I agree with the last point, but I would like to put some nuance on the point about continuing violation.

He did have a way to fix it. He could have gotten on a plane back to Australia. Maybe it would have taken more than 
90 minutes, but he certain could have done it in less than 1 day. Combined with the fact he was obviously trying to 
fix it, and that he was clearly not a security risk, I think this puts the US Gov’t into a poor light.
