Running exploits

Hi,

I just started using Metasploit to generate exploits through a firewall, and 
verify the firewall will trigger correctly.

It seems that as a minimum, each exploit must at least create a connection to a 
targeted service, and then the exploit will be transmitted. Correct? I'm 
currently not wanting to exploit a system and execute payloads, but initially 
just see the exploit be generated by MSF. So, to do this I'll need to at least 
have each targeted service listening to MSF requests?
