msfgui windows bug

Good question -- the only thing I can think of is to modify the 
launcher.rb file and add the following line near the top:

ENV['LANG'] = 'C'

The 'launcher.rb' script is inside the bin\ subdirectory of the Framework 
for Windows installer.
