Yes, this is a known issue.  The problem is rbreadline, a pure ruby
implementation we use for compatibility (mostly with osx, because they
ship a broken readline).  If you run msfconsole with -L to force using
the system readline, you should see a marked improvement (as well as
having ^R work again).
