What you want is something that isn't the Internet or even
a hop-by-hop destination-based connectionless packet network,
but rather something akin to X.25 or ATM.

therefore more CPU required to maintain that state.

CPUs are cheap.  One 133 MHz Pentium cost less than either of
us make in a day.....  In six months, even cheaper.
