Because it shows what happens when policies are implemented to solve a serious global routing problem but the appropriate PR is not done as a followup. Imagine the THOUSANDS of corporate Internet planners who are reading that article and are now going to be demanding their own /24 provider independent address...
If anything I find it annoying and irresponsible that the author did not seem, IMHO, to research his topic very well.
