2) Lack of bandwidth.  There are frequently cases where the bandwidth
simply does not exist.  This may be due to lack of planning, lack of will,
greed, or whatever.  Only economics will drive this forward.

Or lack of tariffs.  There are a number of places where it would
be real interesting to buy a pile of OC3s, but the telcos simply
can't sell it since they don't have a way of doing so.

Bandwidth not existing may also be due to the telcos simply not
having it available.
