The volume of IP datagrams exceeds the volume of calls worldwide by orders of magnitude. The cost of a router is orders of magnitude lower than the cost of a phone switch. The quantity of data required to log all packets going by is only about a factor of ten less than the total data crossing the network. Imagine the size of the disks involved.
