I agree that NSP's should separate cost of Peering from cost of Transit. On the other hand, you are also paying for the size of the Pipe. Only peering is going to reduce the size requirement, and reduce your cost. Matt
But I am still paying Sprint for transit, something I am philosophically opposed to. Yes, the traffic is less, but why should I pay for transit, not use it, and make my life more complex, as you point out? Bob
