What gives you that idea? Said providers may get allocated lots and lots of IP space, but then that's because they have many customers who _need_ IP space. Keep in mind that if an entity is not eligible for its own routable space then it needs to go to its upstream provider. Considering how many new companies are connecting to the 'net, it is should be no surprise that the backbones providing the connections need lots of space.
