I do not remember being amused when I learned of the @home allocation.
I think you need to take a serious look at the justification that cable companies like @home have to submit for additional space. Then be real careful what you ask for...
I think you need to take a serious look at how little of their address space they have really used. This is not funny when I have to kill to allocate /30.
