What do you mean? Address space has been assigned by ARIN:

But that's not the whole 24/8.  Assignments appear to be in pieces.
192.in-addr.arpa has not been delegated, either.


There appear to be registered nameservers for some blocks. And just now:

But 128.24.in-addr.arpa is being delegated.  It appears to be a lame
delegation, though.
