disa.mil or dla.mil contacts?

does anyone know a voice contact for disa.mil or dla.mil?

i can't get through to whois.nic.mil or the disa.mil or dla.mil
mail servers.

and, yes randy, this isn't noc () disa mil, but since their servers
aren't reachable, noc is the mil nic, i thought i'd ask here.
