OUTAGE: Pagenet down, ETR 24 hours

Pagenet reports a problem with the Pagenet service in the Central,
Southern and South East Division.  There was a satellite uplink
failure earlier this evening.  Technicians are working on the problem
with an ETR of 24 hours.
