Hackers did use this technique to make use of ip addresses not
really allocated. There would be no need for IPv6 if this was
more widespread.

How about claiming to be f.root-servers.net and setting up our
own root :)

Yeah, you'd love that, wouldn't you? ;)

Trust that security considerations would be an important part of the
design of any replacement for current routing protocols.
