Not sure who an "ICANN member" would be. ICANN as a California 501c(3) has to publish all it's financial details. The ICANN Board of Trustees (who makes the final decision within ICANN on TLD-related matters) must abide by a Conflict of Interest Policy (http://www.icann.org/committees/coi/coi-policy-04mar99.htm ).
