Lots of 'BGP routers' are used to collect traffic flow data (NetFlow, cflowd, S/flow, NetStream, IPFIX, et. al.) to do 
this, ever single second of every single day, all around the world - including in China.

It sounds as if the erstwhile proponents of this plan need to catch up to 1997 in terms of their operational clue.
