Obviously the environment is created by layers 8/9, but I'm interested in the layer 1-7 solutions that the community would consider/recommend.
BGP blackhole communities is a good way to push the problem upstream, assuming your provider will agree to it. In theory, that could also work on a larger scale, but it becomes a matter of trust (as has been discussed many times before .. "just because *you* say it's bad, doesn't make it so").
