AT&T resolvers

Does anyone know if AT&T has public DNS resolvers? We are an AT&T customer and they informed us that we could not use 
their DNS servers unless we paid for it.  That was several years ago and do not know if they have changed their stance 
on this.  I’m already a paying customer and I have to pay to use their DNS resolvers?
