There's really no difference in managing a handful of /N's rather than /8's, if N is not
that much bigger than 8.

You need to change the global policy to do that. ICANN staff cannot allocate anything more specific than a /8 right now 
because the policy requires IPv4 allocations to the RIRs be in /8 units.
