Hello Adam: You may want to post this on the ARIN PPML list since the policy folks are all there. They will be able to point your directly to the portion of the NPRM that applies. If you are applying under one of those policies, you need to fill in that information. If you are applying under a different qualification criteria, I believe you can leave that section blank.
