setup for outgoing connections for some time, but I have been trying to get a new inbound connection going for terminal services to a specific host on tcp port 3389.
It sounds like what you want to do is reverse PAT (aka "Policy NAT") http://www.cisco.com/en/US/products/ps6120/products_configuration_example09186a008046f31a.shtml#t10 Are you familiar with the CLI or do you strictly use the GUI? .. you'll find the former is much more common.
