That would be the Nationwide Wireless Priority Service.  Authorized users can dial *272<destination> to get priority on 
supported wireless networks.  If the landline networks are also backed up, they can make the call to (710) NCS-GETS 
which is the gateway number for the Government Emergency Telecommunications System which provides the same priority on 
POTS lines.
