Where to buy a CLEC

I have a need to accelerate our Full Facilities CLC program dramatically, faster than a new application can be 
completed, and would like to purchase an existing Full Facilities CLC / CLEC.   Where’s a good place to even find a 
marketplace for this?  

Note: interested parties can contact me off list, be advised I’m looking for something small/basic.
