nmap -O puts target SunOS 4.x machine in a weird state: inetd stops spawning services. Sometimes killing and restarting inetd is needed, sometimes not. Sometimes restarting inetd doesn't help at all.
You are using an old inet daemon. That's a known and fixed bug. Upgrade.
