Can the "/##" an address spec be any sized mask? /22 ? /20 ?

Try it. ;) Works for me.

Also, I noticed that nmap will scan the net address and broadcast
address themselves. Should it not be coded to not scan these?

If you're doing 1.2.3.0/24, then you can avoid net/broadcast by using
1.2.3.1-254

Admittingly, it would be cool to have a switch to bypass broadcast/net
addresses, but that's extra calculation to figure out (what's the
broadcast/net of the nmap input address of 1.2.3.4-8?)
