Windows problem

Hi all, im new in here.
I have a question, everytime nmap gives the response:
-Host seems down. If it is really up...
In fact all the hosts i tried to check were alive and up.
Im on Windows 98 - 4.10.2222.
I disabled the firewall but its all the same.
But it worked earlier, but doesn't in the last 3-4 days. Can u help?
