(to be more precise, on any ARP based network)

Is it possible to get nmap to do this currently?

No.

Is there maybe a reason that this is undesirable or unfeasible or
of not much use to anyone?

This is a reasonable feature and AFAIK Fyodor is planning to implement
it some day...

In the meantime, get 'thcrut' from http://www.thc.org/ to do the job.
