If every port is showing up as filtered, that means the server isn't 
responding at all to your scans.  If it's not responding, it doesn't 
seem like there's any way to get a OS fingerprint unless you find a way 
to make it respond.

All I can suggest is that you go down the list of scan types and try 
them all, see if anything works.  If not, then you might be out of luck.
