I'm afraid I've found a bug in 3.92 (build on SuSE 9.0 i386):

If I run nmap without P0 it works:

fester:/home/rich/nmap-3.92 # ./nmap --send_ip risk

Starting nmap 3.92 ( http://www.insecure.org/nmap/ ) at 2005-09-12 11:02 BST
Interesting ports on risk.westpoint.ltd.uk (192.168.3.52):

Nmap finished: 1 IP address (1 host up) scanned in 1.739 seconds

But if I try with P0:

fester:/home/rich/nmap-3.92 # ./nmap  -P0 --send_ip risk

Starting nmap 3.92 ( http://www.insecure.org/nmap/ ) at 2005-09-12 11:01 BST
Note: Host seems down. If it is really up, but blocking our ping probes, 
try -P0
Nmap finished: 1 IP address (0 hosts up) scanned in 0.026 seconds
