[Patch] Traceroute hop distance calculation and maximum TTL levels

Hey all, This patch fixes a bug found by David. Tracing to the external interface of a multi-homed node could cause traceroute to miss-calculate the hop distance. As a result of fixing this bug the hop distance calculation code has been made more accurate (hopefully saving some bandwidth) and the MAX_TTL code has been made a more durable. Patch is against SVN thanks - eddie
