They are a third party, who may or may not follow this list. According to a link at the bottom of the page, it is run by these guys: http://www.matousec.com/ It is a bit confusing, since they show an Nmap banner and link to Nmap reference guide, etc. But on the other hand, that is better IMHO than the online scan services which don't even acknowledge using Nmap.
