Does this happen every time you run Zenmap? For some reason Zenmap can't open the database in the file zenmap.db. Do you have a file C:\Users\$USER\.zenmap\zenmap.db? ($USER is your user name.) If not, try removing the .zenmap directory; Zenmap will recreate it.
