I was thinking, maybe in future versions of Nmap, this problem could be
addresses in some shape or form if possible. It doesn't really matter, but
it would be nice.

Maybe using nmap with tor and proxychains can help you on your scenario.
On the legalese on port scanning, a chapter in the nmap book has pointers on

Nmap guide, and I am currently about to start reading chapter five. I don't
think Federal Agents will be busting down my door for Port Scanning some
system. After all, it isn't technically illegal and even if it was, they
have better things to be doing; bigger fish to fry. Most system admins
wouldn't notice anyway. Half don't check their logs, and the other half
would only notice "yet another scan" from the thousands that they would
receive a day from network worms, and other scans.

Anyway, my problem is, whenever I scan an IP address with Nmap it
classifies
all ports as open, and ports 135, 139 and 445 as filtered. The only
exception to this case is when i scan my LAN . I am on a satellite

Nmap scan works as it should and only identifies ports that are open.

I ran a packet trace from the Nmap command line while scanning an IP

on the satellite broadband connection, and I received a SYN-ACK for all
ports Nmap scanned.

This is starting to get annoying, and I'm not sure how I can rectify this
problem.
