Thanks for replying everyone! I was thinking, maybe in future versions of Nmap, this problem could be addresses in some shape or form if possible. It doesn't really matter, but it would be nice.
Maybe using nmap with tor and proxychains can help you on your scenario.

I don't think Federal Agents will be busting down my door for Port Scanning some system. After all, it isn't technically illegal and even if it was, they have better things to be doing; bigger fish to fry. Most system admins wouldn't notice anyway. Half don't check their logs, and the other half would only notice "yet another scan" from the thousands that they would receive a day from network worms, and other scans.
