Hmm, I cut and pasted it from my browser only yesterday, but now I can't
access it either. I get a host unreachable from 209.87.252.134. It's
probably a temporary error. Try again later and try their "how to help"
link.

www.tcpdump.org is quite often down. It's by far not as bad as
www.packetfactory.net, though, which is almost always down. ;-)

I happen to have libpcap-1.0.0 mirrored here:

http://www.openwall.com/scanlogd/#libpcap
http://www.openwall.com/scanlogd/lib/libpcap-1.0.0.tar.gz
http://www.openwall.com/scanlogd/lib/libpcap-1.0.0.tar.gz.sig

Per my records, this was the latest on May 8. I did not check for a
newer release since then.
