There must be a problem with the installation. Tell us how you installed
Nmap (from source, from a binary, what --prefix you used if from
source), and how you are running it (./nmap, /usr/bin/nmap).

Try this:
        find /usr -name 'nmap*'
and send us the output.

Here are the instructions for building from source code:
http://nmap.org/book/inst-source.html
Try following them step by step and see if it solves the problem.
