That's what the pkgsrc package does (via the buildlink3 framework), and it allows the package to set minimum supported versions of each library (which could be residing as part of the OS base installation itself, and if those are to old then fetch and install newer ones from pkgsrc). The current versions are now set to libpcap >= 0.9.4 and libpcre >= 6.7, and nmap seems to work fine.
