The art gets printed at the end of each program's configure script. The configure scripts for Ncat and Nping are invoked recursively by the configure script for Nmap. It just happens that the one for Nping runs somewhere in the middle, and the one for Ncat runs at the end. The Nmap configure script finishes right after the Ncat script finishes, which is why their art appears together.
