Gratuitous linking against libnl

Hi All,

Current builds of the Nmap tools link against libnl in all cases.
This is unnecessary when libpcap is dynamically linked, in which case
libpcap will link against libnl when required.

The attached patch changes configure.ac to only link against libnl
when using the bundled libpcap.
